Top Issues

Criminal Justice / Public Safety Restore 24/7 staffing to all 21 LAPD geographic divisions by reallocating personnel responsibilities and eliminating forced overtime coverage gaps. Infrastructure / Transportation Require LADWP and all utility companies to restore pavement to full City standard within 48 hours of completing any underground work. Criminal Justice / Public Safety Leverage innovation to improve emergency preparedness and incident command, including approved dispatch logistics management and interdepartmental coordination. Infrastructure / Transportation Eliminate permits entirely for interior non-structural remodeling, exterior cosmetic work (paint, siding, like-for-like windows), and fences under 6 feet. Housing Consolidate all 40 street outreach programs under one unified command structure and one shared app, so every unhoused person receives a consistent, trackable case. Economy Rebuild the workforce development infrastructure eliminated when Bass dissolved EWDD in December 2024. Environment / Energy Mandating hydrant-level pressure sensors in all high-fire-risk zones with battery backups because LADWP's own preliminary report revealed no individual hydrant pressure data existed during the Palisades Fire, and launching a public Wildfire Resilience Dashboard publishing reservoir levels, hydrant pressure by district, LAFD apparatus availability by station, and evacuation route status in real time. Criminal Justice / Public Safety Hire 1,400 incremental LAPD officers over 4 years through an accelerated recruitment pipeline. Criminal Justice / Public Safety Create "Safe Corridor" foot patrols on the 50 highest-crime commercial streets. Economy Work with the state to expand and uncap tax incentives, speed permitting for film shoots, dramatically reduce location fees on city property, centralize film offices, and set annual LA production targets — reversing the runaway production trend that has cost the city 40,000 industry jobs since 2020. Housing Create dedicated fast-track teams within DWP and Building & Safety focused exclusively on net-new housing. Housing Suspend Measure ULA's transfer tax on all new construction for a minimum of 10 years. Housing Enforce LAMC 41.18 citywide, clearing encampments from schools, senior centers, daycare facilities, parks, and commercial corridors with real alternatives before any action begins so every clearance becomes an intervention, not a displacement. This is not only a quality of life issue, it is also about our children and businesses. Infrastructure / Transportation Clean the streets: Deploy dedicated street cleaning enforcement and sanitation surge teams across all 15 council districts. Economy Issue a Day 1 executive directive permanently expanding self-certification for licensed architects and engineers citywide beyond fire zones. Infrastructure / Transportation Deploy 10 dedicated rapid-response pothole crews operating 7 days a week with real-time GPS dispatch. Housing Cut residential permitting from 1 year to 1 month citywide. Housing Require all landlords to simultaneously file eviction notices with phone numbers and email addresses of tenants to the City of LA. Infrastructure / Transportation Deploying AI-powered adaptive signal control across all 4,500 intersections, camera-based automated enforcement of lane-blocking and double parking, and real-time AI incident detection that dispatches tow trucks and signal crews within minutes of an accident, because Pittsburgh cut travel times 25% with this same technology and LA's grid is too big to keep running on 1990s timing plans. Economy Deliver a concrete 2028 Olympics economic legacy plan by January 2027.
