Through interlocal agreements with Hays County and Central Health, fund treatment, prevention, and paramedicine. I’ll expand mental health care, mobile health, and youth programs that keep people safe and supported. Environment / Energy Dedicate parkland fees (Local Gov’t Code 212) to new parks. Use conservation easements for permanent protection. Direct HOT funds (Tax Code 351) to culture and stewardship. Ensure Cape’s Dam plans comply with historic and environmental protections. Housing I will back zoning updates that allow more homes near jobs and transit, and I will partner with nonprofits and community land trusts to create homes families can truly afford. Infrastructure / Transportation Adopt a One Water policy, require low-impact design in developer agreements, and use conservation easements to protect recharge lands. Align with the regional hazard mitigation plan to unlock FEMA and TWDB grants. Explore TIRZ or stormwater fees for drainage and riparian buffers. Economy Extra zoning approvals must bring community benefits, including livable wages. Economy Proposed ordinance: all discretionary zoning approvals require binding agreements with wage standards. Wages / Job Benefits San Marcans deserve more than 18/hour. The local average is 18.39/hour, but MIT says a single adult needs 23.54/hour, and a family of four needs 41.66/hour just to get by. Our goal: 25/hour and beyond. Housing Pass a Tenant Bill of Rights ordinance with timelines for repairs, penalties for illegal lockouts, and mediation access. Use CDBG/HOME funds and land trusts for permanent affordability. Partner Code Compliance, Municipal Court, and legal aid for enforcement. Leverage Texas Local Government Code Chapter 373 for targeted neighborhood stabilization. Wages / Job Benefits Invest in childcare & care jobs with living wages. Wages / Job Benefits Prioritize local hires on city projects. Infrastructure / Transportation Use FTA Section 5307 and CAMPO funds to boost bus service and ADA stops. Update the UDC for Complete Streets. Launch a Transit Master Plan update for walkable networks and commuter links to Austin and San Antonio.
