This almost immediate impact will provide resources into the community and provide a relief factor for the overworked and depleted deputy ranks. Criminal Justice / Public Safety Restructure the department to focus all available resources into patrol and line functions. Criminal Justice / Public Safety Implement technology to enhance response times and improve community and deputy safety. Criminal Justice / Public Safety Implement my custody release plan, which will enhance the effectiveness of existing county programs (ODR, ATI, JCOD, etc. ) and incorporate the District Attorney, Courts, and Police Departments to reduce homelessness and recidivism. Government Reform I will responsibly use modern tools and data to improve performance and effectiveness. We will use technology to build a smarter, efficient, and more transparent department. This will aid in improving response times by providing vital information to responding personnel. This will improve community and deputy safety, and support data-driven decision-making. Criminal Justice / Public Safety I will restore the Reserve Program, which has been reduced to only 400 currently, to 1,000 in the first year. These men and women come directly from the communities we serve and volunteer their time. Their presence on the front lines will have an almost immediate impact. A strong Reserve Program gives us the opportunity to then focus on recruiting and training the best possible candidates for full time positions. ​ I will also implement technology to enhance response times and improve community and deputy safety. Taxes / Budget The LASD budget is approximately $4 billion. My commitment is to spend frugally and efficiently and reduce liability. ​ Housing I will implement an improved custody release plan which will put those with mental illness or substance abuse on a path to wellness while in our custody and care. Our department will create a unprecedented real-time communication network with law enforcement, the District Attorney, courts, and existing county agencies to help connect individuals with programs and services to build a stronger, safer community. ​​ Upon their release, we will enhance the effectiveness of existing county programs which provide alternatives to incarceration and support services. This will provide a smooth, effective transition into community programs to reduce homelessness and recidivism.
