Taxes / Budget I would argue that things like that are best served by a model that does not seek profit but rather to serve need and be sustainable. As a policy maker for the city, I would keep that Social Contract in mind when evaluating any PPP the city might enter into, and I would urge that we explore the ideas of tasksforces & citizen committees to determine ways of solving the issues and better spending tax dollars in those areas that otherwise would normally be PPP. Environment / Energy I propose we use thermal battery technology in conjunction with renewable power generation (wind, solar & hydro) as the heat source for a district heating system, and I say we pilot the program downtown.
