Lisa will support a strategy that enforces procurement and contracting regulations to improve program compliance and reduce improper contract awards and payments. Housing Prioritizing housing projects near public transport hubs to improve accessibility. Social Services Combatting older adult hunger using government tools and partnerships with the community. Criminal Justice / Public Safety Establishing and funding a Memorandum of Understanding with the US Attorney’s Office to assign Special Assistant United States Attorneys to MPD violent crime task forces to enhance case sufficiency and prosecution rates. Infrastructure / Transportation All neighborhoods must have equitable access to traffic calming improvements, maintained crosswalks, and the immediate repair of unsafe, dangerous sidewalks. Criminal Justice / Public Safety Public data from MPD should be structured to enable the public to monitor the progression of a crime from the point of arrest to final adjudication. Prevention and intervention programs must prominently feature easily accessible data, tracking offenders throughout their involvement in the programs, through charging and sentencing, and show recidivism rates over time. Economy Identifying and reducing regulatory impediments to establishing and sustaining businesses in DC. Infrastructure / Transportation Providing aggressive oversight of transportation safety issues and the implementation of Vision Zero. Unsafe roadways are a public safety issue. We must insist on transparency and accountability from DDOT and demand change when the community's needs and calls for safety improvements continue to go unmet. Education Reinstating the Council's Education Committee. Education Lisa supports urgently convening a task force of educators and administrators, community-based organizations, and parents to work towards the goal of reducing truancy through a comprehensive support system for both students and parents. Economy Creating partnerships to enhance awareness and access to capital for local small businesses. Criminal Justice / Public Safety Equipping MPD with the necessary tools, training, and sworn and civilian manpower for effective, accountable community policing. This necessitates not only achieving recruitment targets for patrol officers in neighborhoods and commercial corridors but also ensuring the full staffing of MPD task forces to combat violent crime and pursue active warrants and fugitives. We can transform downtown DC from a predominantly commercial hub to a community that supports residential living - a mix of uses like cultural spaces, such as art galleries, green spaces, entertainment venues, and theaters to enrich the cultural life of the residents. Incorporating educational uses can include making space for schools, libraries, and other learning institutions within the downtown area, creating a vibrant, diverse neighborhood that caters to various needs. Education Enhancing the resources provided to parents about how to support their children's education, including workshops, online resources, and regular web-based updates about their children's progress. Infrastructure / Transportation Ensuring that safety improvements and infrastructure investments are distributed equitably across all neighborhoods within Ward 4, addressing historical disparities in infrastructure investment and safety outcomes. Criminal Justice / Public Safety Addressing gun violence by working with MPD and our law enforcement partners on evidence-informed practices that focus on targeted “hot spots,” interdiction of illegal gun transactions, improved investigations, and deterrence messaging. Housing The Single Family Property Rehabilitation Program and the District’s Small Buildings Program are two critical programs to ensure low-moderate income homeowners and small landlords have access to funds that support property rehabilitation. These programs should be fully funded, championed, and operationally efficient to produce the results homeowners need. Housing Oversight of the use of both tenant and project-based vouchers.
