This approach provides meaningful off-ramps for those battling addiction while keeping violent actors behind bars and freeing officers from repeated mental-health transport cycles that hinder patrol coverage. Taxes / Budget As Governor, I will require every state or local agency proposing a new fee or fee increase to undergo a full TABOR compliance review under C.R.S. § 24-77-102 to determine whether the charge is actually a tax that requires voter approval. Agencies will be required to publicly disclose the purpose of each fee, projected revenue, and the specific programs that will receive the funds before implementation. Wages / Job Benefits As Governor, I will direct the Department of Labor and Employment to expand apprenticeship programs under C.R.S. § 8-83-601 and create industry-aligned workforce pipelines in construction, technology, energy, manufacturing, and the skilled trades. My administration will incentivize employers who sponsor apprenticeships by offering tax benefits, recruitment support, and guaranteed interview or placement pathways for trainees. Taxes / Budget As Governor, I will take action to ensure full performance, financial, and statutory-compliance audits of every executive agency are promptly conducted upon taking office. This will include an evaluation of spending practices, regulatory overlap, contract inefficiencies, and whether agencies are meeting their legal obligations. All agencies will be required to provide data and internal records pursuant to C.R.S. § 24-72-203 to ensure full transparency during the audit. Criminal Justice / Public Safety As Governor, I will require the Department of Public Safety to conduct statewide staffing and training assessments under C.R.S. § 24-33.5-401 et seq. To identify shortages in patrol coverage, investigative capacity, and officer safety resources. My administration will direct targeted funding—through reallocation of existing appropriations and Byrne JAG grant matches (34 U.S.C. § 10151)—to ensure that every community has adequately staffed and properly equipped peace officers. Taxes / Budget If elected, I will veto any legislation that attempts to impose any new fee(s) or enterprise(s) upon the citizens of Colorado and advocate for rolling back all previous fees and enterprises that have cost Coloradans million in taxes otherwise but-for the "fees" loophole. My administration will also prohibit agencies from structuring de facto taxes as “special fees." Housing If elected Governor, I will urge all municipalities to adopt expedited permitting standards for residential construction under C.R.S. § 29-20-201. Local governments will be required to approve or deny complete applications within clear statutory timeframes. I will direct the Department of Local Affairs (DOLA) to develop model permitting frameworks and provide technical assistance to streamline zoning reviews, environmental clearances, and utility coordination. Environment / Energy My administration will clarify that environmental, social, and governance (ESG) frameworks cannot be mandated as a condition of licensure, contracting, or insurance eligibility. State agencies will be prohibited from penalizing businesses that decline to adopt ESG scoring systems. Criminal Justice / Public Safety As Governor, I will sponsor legislation requiring monetary bail for all violent felonies and offenses listed under C.R.S. § 24-33.5-412(1) while prohibiting zero-bail programs that ignore individual risk assessments. Courts will be required to apply Colo. Const. Art. II, § 19(2), allowing the state to deny bail entirely “when proof is evident or presumption great.”. Taxes / Budget I will support legislation expanding earned-income tax credits, preserving the senior homestead exemption under C.R.S. § 39-3-203, and authorizing inflation-based caps on property taxes for owner-occupied homes. These measures will be funded through administrative efficiencies, elimination of overspending in non-essential programs, and revenue stabilization mechanisms under C.R.S. § 24-75-219. Drug Policy As Governor, I will elevate fentanyl enforcement to a statewide emergency priority, directing the Department of Public Safety to coordinate fentanyl detection, interdiction, and targeted investigations under C.R.S. § 24-33.5-412 and § 24-33.5-1205. I will pursue enhanced penalties for trafficking quantities exceeding statutory thresholds under C.R.S. § 18-18-405.5, while expanding treatment diversion for non-violent addiction cases.
