A United States citizen who is qualified to vote in state elections, a resident of the district to which the member’s seat is assigned at the time of the member’s election or appointment, registered to vote in state elections, a qualified voter of the Denali Borough, who has been a resident of the Denali Borough for at least one year immediately preceding their election or appointment to office
