Anyone within the city who has resided within the city''s municipal limits for not less than one full calendar year immediately preceding the first day for qualifying may be eligible to hold the office of the city commissioner. Only those electors of the city who maintain a legal residence within the city''s municipal limits shall be eligible to hold the office of city commissioner.
