A councilmember shall be a citizen of the United States of America and shall have resided in the City of Frostburg for at least three years immediately preceding his or her election and shall be a qualified voter in the City, and shall in no way be employed by the City of Frostburg.

Filing Fee: $10. No petition signature requirements.
