Must be a qualified elector of the state, physically residing in the district in which the person is a candidate, and registered to vote in the district on the date the proclamation calling a local election is filed in the office of the secretary of state and must not be convicted of a felony, unless pardoned by the governor.

Filing Fee = $0; petition signature requirement of 0.5% of registered voters in district.
