The Board of Public Affairs is responsible for the management of water and sewer public utility operations. The Board manages and oversees the water systems. They insure the supply of water, collect all water usage fees and appoint officers, employees and agents, as necessary. The Board oversees the sanitary sewer system, while making recommendations of any increases in sewage fees to the village council.

Filing Requirements
Complete a nominating petition and statement of candidacy. There is a $30 filing fee for village offices and a $45 filing fee for city offices. A candidate running in a major party must collect 50 valid signatures. A candidate running in a minor party must collect 25 signatures. Independent candidates signature requirements are based on number of votes cast in the municipal corporation in the last general election for governor. An independent candidate running in a municipality with less than 5,000 votes cast must collect 25 signatures or 5 percent of the vote (whichever is less). An independent candidate running in a municipality with 5,000 or more votes cast must collect valid signatures for a total of one percent of the votes cast. Nonpartisan candidates must collect 50 valid signatures. Any candidate running in a village with a population of less than 2,000 must collect 10 valid signatures..
