Must be a registered voter in the city and have resided in the city for 12 months immediately preceding the election

- File form SEL 101 and file by petition with 20 signatures of registered city voters with form SEL 121 (must be approved before circulating) [note: all signatures must be numbered and verified by the elections official and filed with SEL 338]
