The U.S. House Shadow Representatives are not seated in either house of the United States Congress, but they promote efforts to gain full voting rights for the District of Columbia.

Eligibility requirements

Representative must be at least twenty-five years old, have been a citizen of the United States for the past seven years, and be an inhabitant of the state they seek to represent.
