Job description

The City Legislature is the municipality's governing body, responsible for voting on ordinances and policies, and often is in charge of hiring a city manager.

Eligibility requirements

Each member of the City Council, in addition to other qualifications prescribed by law or the city charter, shall be a qualified voter of the City of Balch Springs, shall meet the requirements of Section 5.02 of the city charter, and shall meet all requirements of state law. Each member of the City Council who resides in a single member [district] must reside within that district for the duration of the term of office. If he/she must relocate outside of his/her respective district due to an "act of God," he/she will be granted a three (3) month time period to relocate back to his/her district. A single member district office that becomes vacant under this Section shall be filled in the manner provided by Section 3.06 of the city charter. Each member of the City Council who resides in a single member district whose district lines are redrawn during his/her term of office may finish out his/her term of office; however, if he/she should seek council office from the same place at the next general municipal election, he/she must change his/her residency before he/she files his/her application and petition to become a candidate for that council place. This council member shall be permitted to seek office from the single member district council place to which he/she moves or from which he/she resides should he/she choose not to move without regard to the sixty day residency requirement.
