The Mayor and each of the councilmembers, and any other elective officers, shall be a citizen of the United States of America and a qualified voter of the State of Texas; shall reside within the corporate limits of the City of Harker Heights; and shall not be in arrears in the payment of any taxes or any other liability due the City
