Must be at least 18 years of age // Must be a U.S. citizen // Must be a registered voter of the city by the filing date // Must have resided in Texas for at least 12 consecutive months and in the city for at least six consecutive months // Must not have not been determined by a final judgment of a court exercising probate jurisdiction to be totally mentally incapacitated or partially mentally incapacitated without the right to vote // Must not have been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities
