Must be at least 18 years of age // Must be a U.S. citizen // Must have been a resident of Texas for at least 12 months before the filing deadline and a resident of the city for at least two years before the election // Must be a qualified, registered voter // Must not have been convicted of a felony for which the person has not been pardoned or otherwise released from the resulting disabilities // Must not have been found mentally incompetent by a final judgement of a court // Must not be delinquent in the payment of taxes or debts owed to the city
