Each member of city council shall be a resident of the city, shall be at least twenty-one (21) years of age, shall be a qualified voter, shall have been a resident citizen of the city for a period of at least six (6) months immediately preceding his election, and shall not be indebted to the city, with the exception of indebtedness being contested in accordance with the law.
