Each candidate for the City Council shall be a resident citizen of the City of Dayton, and shall be qualified to vote in the State of Texas, shall have been such resident citizen of the City of Dayton for a period of not less than six (6) months immediately preceding his election and shall not have a delinquent indebtedness to the City of Dayton
