The City Legislature is the municipality's governing body, responsible for voting on ordinances and policies, and often is in charge of hiring a city manager.
Must be a United States citizen; be 18 years of age or older on the first day of the term to be filled; have not been determined mentally incompetent by a final judgment of a court of proper jurisdiction; have not been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities; have resided continuously in the State of Texas for twelve (12) months, and within the boundaries of the City of Orange and, as applicable, the City Council single-member district for which the person seeks election, for six (6) months, immediately preceding the date of the regular filing deadline; and must not be in arrears in the payment of any debt owed the City of Orange.

$50 filing fee. Petition signature requirements for Twenty-five (25) qualified voters residing in the City or one-half of one percent (0.5%) of the total votes received by all candidates for Mayor in the last mayoral election in lieu of a filing fee
