Candidate is a registered voter of the city/town at the time of filing his or her declaration of candidacy and has been a resident of the city/town for a period of at least one year next preceding his or her election. Residence and voting within the limits of any territory which has been included in, annexed to, or consolidated with such city is construed to have been residence within the city.

Filing fee of $36. If candidate files filing fee petition , he/she must collect the amount of signatures equivalent to 1% of the fixed annual income for the position. If the position earns less than $1,000 annually, the candidate must collect at least 10 signatures.
