Criminal Justice / Public Safety This Ready Day One proposed legislation will help reform The Department of Juvenile Services as a new rehabilitation and workforce-readiness initiative on prevention, discipline, structure, mentorship, and economic opportunity. The Freddie Gray Second Chance Initiative is designed for: justice-impacted youth, disconnected young adults, court-referred participants, and individuals seeking a pathway forward instead of a dead end. Education KEEP TALENT HERE: The Elijah E. Cummings Maryland Graduate-to-Generational Wealth Act of 2027. Drug Policy Maryland legalized cannabis in part to address historic inequities, but too many residents still face barriers to entering and sustaining businesses in emerging regulated industries. Winning a lottery opportunity should not mean losing ownership because of lack of capital, zoning barriers, predatory investors, or lack of operational support. That is why I will be proposing the Maryland Cannabis, Gaming & Equity Ownership Act of 2027 , a balanced economic development and public safety initiative focused on responsible entrepreneurship, workforce development, and ownership opportunity. Criminal Justice / Public Safety Too many people are punished forever for mistakes they already paid for. This legislation strengthens fair-chance hiring protections by: expanding individualized hiring review, reducing blanket disqualifications, supporting workforce rehabilitation, and creating direct pathways into employment.
