With the right leadership, coordination, and persistence, he believes Kaua‘i can move forward again on sustainable waste management solutions that serve the island well into the future. Infrastructure / Transportation His leadership combines vision with the strategic and practical ability needed to move projects forward. Bernard believes Kaua‘i must continue improving transportation and infrastructure in ways that serve residents first, strengthen communities, and respect the character of the island. Housing Bernard believes the path forward is practical: continue working with community partners, developers, and government agencies to expand workforce housing, remove barriers that slow responsible housing development, and ensure that local residents have the opportunity to remain on the island they call home. Criminal Justice / Public Safety Having led the island through real emergencies, he understands how quickly conditions can change and how critical strong leadership and coordination are in those moments. His focus is practical and proactive: learn from past disasters, strengthen vulnerable infrastructure, improve watershed management, and ensure agencies and communities are prepared before the next storm arrives. Environment / Energy His experience has shown that stewardship works best when modern planning is guided by the wisdom of place. By continuing to integrate the moku system of land stewardship, strengthening watershed protection, and supporting community-led mālama ʻāina efforts, Kaua‘i can protect what makes the island special while ensuring it remains strong and vibrant for the generations who will follow. Housing A major focus will be addressing the gap housing problem, when local families earn too much to qualify for affordable housing but cannot afford market prices. Teachers, police officers, healthcare workers, and young families should be able to live and raise their children on Kaua‘i.
