Healthcare Implement a County–State pooling strategy, following the recommendations of the 2022 Baltimore County Commission on Procurement, Purchasing and Contracting. Pooling Baltimore County and BCPS employee insurance contracts with the State of Maryland could save millions each year while reducing out-of-pocket costs for our workforce. Criminal Justice / Public Safety In view of our major officer shortage, we will attract 600 new high-qualified officers while retaining top-tier police officers, ensuring they have the training, resources and equipment needed to protect residents and boost morale. Our process must be rigorous and competitive, but we also have hundreds of vacancies that must be filled, which is why we will also commit to the Green Shirt Program by rehiring retired officers on a part-time basis. Civil Rights Require all single-user restrooms in public buildings to be gender-neutral, with the same requirement for new construction. Housing We will work with state lawmakers to close state loopholes so local governments are held to making land use decisions in accordance with their 10-year master plans. Environment / Energy Tighten the zoning code for data centers to limit where they can be sited and prevent them from displacing higher-value, mixed-use redevelopment opportunities. Infrastructure / Transportation Comprehensively update the County’s water management practices with a focus on resiliency and require further updates once every four years. Social Services We will develop a public-facing, anonymized dashboard that reports key performance indicators in real time, such as placement types and stability, time to permanency, use of treatment and congregate care and service access and gaps, helping policymakers, advocates, providers and communities understand where the system is succeeding—and where it needs attention. Immigration In the first 100 days, we will end the Memorandum of Understanding between Baltimore County and ICE to ensure that law enforcement in Baltimore County follows the Constitution. Healthcare Protect and expand access to healthcare by standing firm against cuts to Medicare and Medicaid, and ensuring affordable, high-quality care, from home health services to mental health support. Taxes / Budget We support establishing a standalone Department of Agriculture—elevating the current Division of Agriculture to reflect its central role in our economy, preserve our rural character, and ensure it receives the resources and budget priority it deserves. Infrastructure / Transportation Fixing our roads is about more than asphalt and potholes. It is about restoring confidence in the basic promise of local government—to deliver the services people rely on every single day. We have a clear path forward. Immediate action to address today’s challenges, and a long-term strategy to rebuild and sustain our infrastructure for the future. With disciplined investment, regional partnership and a commitment to results, we can turn years of neglect into a decade of progress. Because in a County that works as One, even the roads should reflect it. Taxes / Budget We start by restructuring the duties of nature and rec councils. The Department of Recs and Parks will take on administrative burdens such as registration systems, financial oversight and scheduling tools so volunteers can focus on what matters most: coaching, mentoring, programming and building community. Immigration Create a dedicated office reporting to the County Executive that serves as the county’s primary institutional vehicle for immigrant integration and inclusion. Its mandate is threefold. Defense / Veterans Our veterans should come home to a community that values their service and their skills. That means building real pathways into good jobs, ensuring fair access for veteran-owned businesses, and cutting red tape so veterans and their families can receive the benefits they’ve earned without delay. It means guaranteeing resources to address homelessness and mental health challenges head-on. Infrastructure / Transportation Force collaboration internally and externally and improve our decision-making and tactics to deliver reforms by tracking key indicators, such as commute times and congestion, transit ridership, infrastructure upgrades, pothole tracking, road conditions and safety metrics. Education Successful schools start with high-quality teachers and high-quality support professionals. We must support our educators by increasing and protecting pay, reducing our unsustainable class sizes, expanding career pathways, and restoring the professional autonomy educators deserve. We must finish the work of building rewarding career paths into leadership, tenure and more so that the passion of the vocation translates into a beneficial long-term career. Economy Execute a long-term economic development strategy centered on cluster growth from the logistics and manufacturing in the east side to heath care and cybersecurity on the west side. Criminal Justice / Public Safety Design and build a state-of-the-art Public Safety Academy that can train police, fire, and EMS under one roof. Taxes / Budget Establish two coordinated teams within the County Executive’s Office—a Response Team dedicated to the urgent challenges of the day, and a Four-Year Team charged with driving the long-term Action Plan. Together, they ensure we can manage today’s crises while never losing sight of tomorrow’s goals. Housing Partner with organizations like the Greater Randallstown Community Development Organization and the Turner Station Conservation Teams to expand affordable housing and drive mixed-use revitalization in communities from Randallstown and Essex, supported by streamlined permitting and regulatory reform.
