As the elected legislative body of the County, the Council has the exclusive power to enact, repeal, and amend all public local laws. Legislation must take the form of ordinances, which are advertised and come before the Council and the public at their bi-monthly legislative sessions. The Council also entertains resolutions for many administrative issues. The Council is the final fiscal authority of the County, sitting in May in review of the proposed County Budget and adopting the final Budget. Additionally, the Council sits as The Board of Health twice a year.
Eligibility requirements
There shall be a County Council of Anne Arundel County composed of seven members, each one of whom, at the time of his election and for six months immediately prior thereto and during his full term of office, shall reside in a different one of the seven councilmanic districts. In addition to the requirement of residence as provided in Section 201(a) of this Article, each member of the County Council shall be a qualified voter of the County and not less than twenty-five years of age at the time of his election and shall have resided within the County for a period of one year immediately preceding this election.
