The City Mayor shall preside at all meetings of the City Council, shall have a vote on all matters but no veto power, shall be the ceremonial head of the city, shall sign ordinances and resolutions on their final passage, shall sign deeds, bonds and contracts when authorized by the City Council to do so, shall be the officer to accept process against the City, but shall perform only such duties as are specifically conferred or required by law and shall not have any regular administrative duties.

All potential candidates must be residents of the city, district, or ward who have resided in said city, district, or ward for 12 months preceding the election, and who have complied with the registration laws of the state and are qualified to vote in the election in which they are candidates.
